About the project:

Management Sciences for Health (MSH) is seeking a Digital Health and Digitial Technology Specialist for a potential two-year UKAID, Flemming Fund, One Health, Antimicrobial Resistance Surveillance project in Nigeria, that aims to improve AMR (Antimicrobial Resistance), generate data on AMR/AMU/AMC across the quadripartite sectors, mitigate the impact of the AMR on the health system, and strengthen the capacity of Nigeria's institutions and communities to effectively manage AMR risks.

About the role:

The Digital Technology Specialist will be responsible for leading and integrating the digital technology, health and data management technology strategy, actions, and interventions into the AMR system, with a primary focus on of generating and managing data from the integration of digital solutions to laboratory and pharmaceutical systems in the country. The Digital Technology Specialist will work closely with the Monitoring and Evaluation (M&E), Surveillance and data team to ensure that other digital health and information systems from the one-health space are integrated into the AMR information system at the national level. The Digital Technology specialist will also support reporting to international AMR surveillance systems including ANIMUSE, INFARM, GLASS and the UNEP's planned reporting system for AMR in the environment. The digital Technology Specialist will be expected to exercise judgement within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results in the area of applying digital health and data solutions to AMR data management. The role will ensure that digital health technical solutions remain at the forefront of industry requirements and will oversee knowledge sharing around global innovations and project successes. S/He will provide technical assistance to FF country grantee leaders, team members, health facilities, and other stakeholders to orient them on digital technology, AMR platforms, and lead the evaluation of the system or resources as required; s/he will work for improvements and broad collaboration across stakeholders, organizations, agencies, and other entities working in this area.

Key Responsibilities:

  • Provide strategic and technical leadership to the project and its counterparts regarding digital and technology systems activities; be aware of, enhance and streamline existing ICT efforts in country and provide guidance regarding efficiencies and best practices, adapt to the local country context for AMR data systems and management.
  • With the Surveillance and Data Management team, manage the digital health platform to monitor, integrate and support real time AMR data management, analysis, and use of surveillance data at all levels for the benefit of the country.
  • Collaborate with NCDC, FMOHSW, FMAFS, FMEnv and FMWR&S to ensure the virtual platform for AMR data is functional across levels and facilities to enhance the overall project.
  • Engage with private sector stakeholders to digitize AMR/U/C data and integrate it with the Fleming Fund digital systems.
  • Conduct information, communication and technology assessments, analyses, reviews, and audits to assess ways to continually adapt program strategies to address AMRIS, WHONET, LIMS and other platform's training constraints and barriers that improve project outcomes.
  • Leverage DHIS2 into approach and strengthen AMR systems to achieve an effective surveillance continuum (collaborate with existing digital health activities for the promotion and use of their platforms).
  • Assess and identify IT gaps and contribute to filling local level gaps to functionalize AMRIS, WHONET and DHIS2 surveillance systems through direct support, or links with other partners.
  • Stay informed and up to date of global initiatives, innovations, changes and learning around ICT and be able to assess and provide solutions and options to the FF team and other stakeholders.
  • Provide technical guidance, capacity development including training /TOT, coaching, and mentoring to project staff, counterparts and other stakeholders as needed.
  • Work closely with the technical team including the Monitoring and Evaluation team, Surveillance, and the Fleming Fund Sentinel sites to ensure uninterrupted data flow of data for analysis and use by the program.
  • Performs other related duties and responsibilities as assigned

QUALIFICATIONS

Specific requirements for this role would be:

Education:

  • Master's degree in computer science or a related field.

Experience:

  • Minimum of seven (7) years of professional experience in software development, scripting, web development, and project management.
  • Comprehensive knowledge of Public Health programmes, epidemiology, and biostatistics.
  • Experience in developing heath systems.
  • Proficiency in both front-end and back-end technologies.
  • Experience with modern web frameworks and libraries.
  • Understanding of the systems development life cycle (SDLC) and Agile Principals.
  • Software Deployment experiences with advanced knowledge of Object Oriented PHP and it's MVC frameworks like Laravel.
  • Knowledge on User Experience (UX) development using any wireframe tools like MocFlow.
  • Working experience on any Frontend Framework such as React JS, Vue JS, Node JS, jQuery, or AJAX.
  • Experience in developing ReSTful Web API/FHIR/HL7 standards for interoperability.
  • Working experience with any of the database technologies (e.g., MySQL, PostgreSQL, NoSQL like MongoDB, etc.).
  • Knowledge on software testing and it's quality assurance.
  • Must have proven evidence on any version control systems like Github, Bitbucket or Gitlab.
  • Experience with Amazon Web Services (AWS), Digital Ocean or any Cloud Platforms.
  • Familiarity with fundamental security measures for both applications and servers.
  • Must be a full-stack developer and understand concepts of software engineering.
  • Strong problem-solving abilities and the ability to work collaboratively. Knowledge of health informatics.
  • Experience in DHIS2, WHONET, Hospital Solutions, or any other Laboratory Management platforms.
  • Ability to develop necessary user and technical documentations. Experience working with related supported projects is preferred.
  • Familiarity or experience with Nigerian health system is preferred.
  • Strong work ethic and ability to collaborate with a wide range of individuals from diverse backgrounds.
  • Must be willing to travel within country, as appropriate and allowed.
  • Fluency in spoken and written English required.
